Abstract

L'article propose une analyse économique du comportement de fraude au stationnement payant. Fondé sur une représentation du comportement de stationnement, le modèle repose sur les principes théoriques de l'analyse économique du crime. Les résultats indiquent que le choix du niveau d'amende influence le niveau de mobilité et le partage modal. Notamment, il existe des états d'hypercongestion du stationnement pour lesquels l'augmentation de l'amende procure à l'usager neutre au risque un avantage à utiliser la voiture et à frauder. Ce résultat conduit à rejeter le consensus prescrivant l'augmentation systématique de l'amende pour dissuader la fraude dans une perspective de régulation des déplacements. Les simulations numériques confirment ces résultats.
