Agricultural public outlays re-allocation in European Union and in France

Abstract

Agricultural public outlays re-allocation in European Union and in FranceCAP'S reform leads to a deep remodelling of agricultural's support methods. "Apparent" aids,incumbent to tax payers, succeed to "invisible" aids at consumer's charge. Last five years, EEC'smarket supports dropped from 12,3 to 3,4 thousand millions ecu, while direct aids increasead by 18,2thousand millions. That new legibleness of european's farmers financial supports goes with greatvariations of their sectorial and geographical affectation. Thus, while expenses in arable crops sector, especially cereals, are substantially growing, one observed a decrease of dairy sector's expenses.Public expenditures relative value for breeding's cattle are stable all over the period. Taking in accounthigh level of arable land's and live-stock's owned by french farmers, CAP'S reform first years lead to asubstantial increase of public expenditures in favor of french agriculture : 58 thousand millions of francsin 1991, more than 75 in 1995. That growth, substantial greater than european public outlays, leads toan increase of France's share in these outlays : 19,7 % in 1991, 24 % in 1994, and probably 25% in 1995.
