Abstract

With the temporary halt of the arms race due to the collapse of the Soviet Union, the end of history was announced. However, far from these new strategic and political contingencies, the market economy is developing power relations that are likely to trigger new war impulses. The balance of terror has not died in the act of arms and the leadership of the United States is not promised to the monopoly. Economists seek to contribute to the progressive elimination of war systems, because peace is a conquest and a constant struggle against eternal violence. Several institutes (among them UNIDIR, ECCAR and CEDSI) offer analyses that can define negotiated solutions to avoid inter-state and internal conflicts.
