Abstract

La campagne Hondurienne se caracterise par de forts contrastes dont les racines sont a rechercher dans l'inegale repartition des terres. Des milliers de paysans ne disposent pas de terres. Le secteur dit "contemporain" constitue par les cooperatives de production, n'a pas reussi a se substituer au complexe latifundio-minifundio contrairement aux espoirs des promoteurs de la reforme agraire. Les marches internationaux de produits agricoles sont en crise (stagnation du prix de la banane, diminution des quotas d'exportation du sucre et de la viande bovine destines aux USA) et cela se traduit en outre par une reduction de l'offre de travail salarie dans le monde rural. Mais la crise des cultures vivrieres apparait aussi preoccupante: la production augmente a un rythme inferieur a celui de la population et les rendements a l'ha diminuent. Il devient urgent de definir une nouvelle politique agricole qui donne plus d'importance aux satisfactions des besoins alimentaires de la population.
