Abstract

Les problemes budgetaires et commerciaux que connait aux Etats-Unis le secteur agricole depuis quelques annees, a amene certains milieux americains a denoncer avec virulence les subventions a l'exportation accordees par la PAC aux agriculteurs europeens. Il est ainsi frequent d'entendre dire que le meilleur moyen d'obliger la CEE a revenir sur son systeme de restitutions a l'exportation consiste pour les Etats-Unis a se lancer dans une course aux subventions. L'accroissement des depenses de restitution que le FEOGA devrait supporter dans une telle guerre commerciale ne pourrait alors qu'amener la CEE a adapter la PAC aux theses americaines. En etudiant principalement les consequences en termes budgetaires et commerciaux qu'impliquerait pour les deux partenaires une telle course aux subventions, cet article se propose de mesurer les risques de voir les conflits commerciaux entre les E-U et la Communaute deboucher sur une guerre commerciale. Si dans chaque cas de politique agricole retenu, l'etude des strategies dominantes de chacun des concurrents fait apparaitre une telle situation de conflit comme tres improbable, il semble qu'une action coordonnee vers une protection plus harmonieuse soit sur le plan budgetaire de l'interet a la fois des Etats-Unis et de la CEE.
