Abstract

La valorisation des biens environnementaux n'est pas sans soulever des questions techniques, ou plus fondamentales quant au principe même de la transcription en termes monétaires des biens qui ne sont pas des marchandises. Mais les solutions de rechange n'existent pas. Les tentatives pour exprimer les biens en termes de rendement énergétique, le gaspillage étant défini par rapport à un rendement thermodynamique optimum, ont fait long feu. Aussi doit-on dans la société qui est la nôtre faire en sorte que la gestion des ressources rares se fasse au mieux. Ne pas mesurer la nature, c'est soit lui donner une valeur nulle, soit une valeur infinie. Dans ce texte, en première partie, les biens naturels sont resitués dans leur utilisation économique tant au niveau micro que macro-économique. La seconde partie est centrée sur les problèmes de mesure des biens naturels et sur la notion de valeur économique totale. La dernière partie est consacrée à la ressource eau en donnant quelques résultats.
