Abstract

Il y a encore peu, certaines prévisions occidentales ne doutaient pas de la compétitivité agricole actuelle et prévisible des PECO (pays d'Europe centrale et orientale) par rapport à l'Union européenne. Ceci conduisait à dramatiser le risque d'excédents additionnels après l'élargissement, imposant une réforme radicale de la PAC. Le réexamen et l'actualisation des faits instructifs suggèrent un diagnostic et un pronostic différents. En ce qui concerne les principaux produits de base, en Hongrie, Pologne et République Tchèque, l'Union tirerait probablement un avantage commercial notable d'une déprotection mutuelle avant l'adhésion. Mais ceci impliquerait un nouveau pas réformateur de la PAC pour assouplir les actuelles restrictions quantitatives de l'offre, ainsi que des aides structurelles significatives aux PECO.
