Abstract

Ce dossier regroupe les cinq exposés de la journée débat organisée par J.C. Bureau et F. Colson. Dans un premier exposé intitulé "l'analyse comparée des effets budgétaires d'Agenda 2000 pour les différents pays membres de l'Union européenne", Joël Mathurin a montré les enjeux que pouvaient impliquer les différents scénari alors envisagés pour l'Agenda 2000. Dans "conséquences du projet Agenda 2000 sur le montant des aides directes aux exploitations agricoles françaises", François Colson et Vincent Chatellier on abordé de face le sujet délicat des aides directes, de leur importance dans les revenus agricoles et sur la distribution de ceux-ci. A travers son article "négociations internationales et découplage des aides directes" Hervé Guyomard a apporté un éclairage complet sur le statut des aides directes dans les négociations internationales sur le commerce. Ensuite, les questions soulevées par Jostein Lindland dans "aides directes et multifonctionnalités des exploitations agricoles : perspectives internationales (expériences norvégiennes) " étaient celles de la différence d'une conception particulière à un pays avec certaines valeurs culturelles ou encore de ce bien public qu'est l'espace vis-à-vis de l'échange international dans le cadre de l'OMC. Enfin Dominique Bureau a évoqué les aspects de la sécurité alimentaire dans son exposé intitulé "agriculture et négociations commerciales".
