Abstract

L'agriculture comme toutes les activités économiques, génèrent des externalités, en particulier des pollutions qu'il convient d'évaluer pour mettre en place des politiques correctives au moindre coût pour la société. Dans un premier temps, à partir d'un modèle simplifié, on propose une analyse comparée de la régulation par les prix avec en particulier l'instauration de taxes et de la régulation par les quantités avec la définition de marchés de quotas échangeables. On s'intéresse ensuite à l'intégration de l'environnement dans les politiques agricoles en illustrant le propos par la réforme de la politique agricole commune de 1992. Trois études de cas sont présentées de façon plus détaillée : qualité de l'eau et régulation des nitrates, protection contre la contamination des sols et restauration des sols contaminés, protection des zones humides.
