Abstract

Le bilan propose une synthèse des travaux menés pendant les trois années du programme lancé par Électricité de France et les Agences de l'eau Loire-Bretagne et Adour-Garonne. Il porte sur l'arbitrage entre la production hydroélectrique et les autres usages de l'eau, et s'intéresse plus particulièrement à l'irrigation, la navigation de plaisance, la pêche de loisir et la protection des écosystèmes. Les méthodes utilisées (programmation mathématique, coût de déplacement et évaluation contingente) sur des études de cas sont analysées sous un angle critique, ce qui débouche sur une réflexion sur la généralisation des résultats et donc leur application à d'autres sites. En conclusion, on s'interroge sur la place du calcul économique dans la mise en œuvre de la directive cadre sur l'eau, et sur les recherches qu'il conviendrait de mener.
