Contingentement laitier et transferts de quotas: le debat au Canada et dans la CEE

Abstract

L'auteur rappelle brievement le debat politique precedant la mise en place du contingentement de la production laitiere europeenne et examine les deux courants dominants de la litterature neo-classique nord-americaine se rapportant a l'explication theorique du contingentement. Il souligne egalement une toute autre approche du contingentement elaboree autour du concept de regulation. Ensuite, la question de l'evolution structurelle d'un secteur contingente est posee et est liee aux pressions de la prise de valeur du "droit de produire". Il en decoule une interpretation economique de la valeur du quota basee sur le concept du cout marginal et sur le nouveau rapport de rente cree par les quotas en France, ainsi que l'opportunite de definir precisement un systeme de transferts des quotas entre producteurs.
