Abstract

Dans cet article sont abordées trois questions. Nous analysons tout d'abord les conséquences en terme de bien-être des différents agents de deux scénarios de réforme de la PAC dans le secteur des céréales. Le premier correspond à un scénario découplé dans lequel les paiements compensatoires n'ont pas d'impact direct sur l'offre et ont seulement un effet revenu. Le second correspond à un scénario totalement couplé dans lequel les paiements compensatoires sont considérés comme des compléments de prix. Nous estimons ensuite des équations de transmission des prix pour le blé, le maïs et l'orge et montrons que la transmission des variations des prix politiques aux prix de marché est imparfaite. Ces deux questions (couplage ou découplage des aides et transmission imparfaite des prix) sont illustrées empiriquement à l'aide de simulations basées sur une version adaptée du modèle MISS.
