Abstract

La philosophie générale de la politique européenne de l'environnement est de concilier la liberté des échanges et une forte protection de l'environnement, afin de réaliser un développement durable. Conformément aux principes de prévention et de précaution, la priorité doit donc être donnée à l'action à la source pour réduire les dommages à l'environnement. Les incitations économiques doivent être préférées à la voie réglementaire, le principe pollueur-payeur étant mis en oeuvre dans la mesure du possible. La dimension environnementale devient partie intégrante des politiques sectorielles, de la politique agricole en particulier. Enfin, dans un souci d'efficacité, l'accent est mis sur le principe de subsidiarité.
