Abstract

Afin de mesurer l'impact du soutien public à la production, des mesures agrégées de soutien effectif sont construites. Les taux de protection effectifs habituels sont modifiés de manière à inclure l'ensemble de l'intervention publique qui modifie l'offre du producteur. Les taux de soutien sont construits comme des indices superlatifs. L'estimation économétrique des fonctions de prix agrégatrices repose sur la spécification d'une structure emboîtée et une optimisation en deux étapes. Une forme flexible normalisée quadratique est utilisée pour les fonctions de prix. L'impact de l'intervention publique dans le secteur agricole de dix pays européens, entre 1973 et 1989, est analysé. Les indices superlatifs sont comparés à des mesures de type Laspeyres, qui ne prennent pas en compte la possibilité de substitution des biens. Les résultats laissent suggérer que les mesures agrégées de soutien utilisées dans les négociations internationales souffrent de biais non négligeables.
