[La réforme de la PAC. Une révolution ou un grand pas dans la bonne direction ?]

Abstract

Après un rappel des principales dispositions du projet de réforme de la PAC de juillet 1991, l'article en propose une interprétation et en dégage la philosophie économique tout en soulignant les vertus et les limites du projet et le dilemme qu'il pose à la France compte tenu de sa spécialisation céréalière. Des simulations éclairent les impacts vraisemblables de la réforme : les déséquilibres de marché sont réduits, le débouché céréalier de l'alimentation animale augmente fortement, les revenus individuels baissent légèrement et les coûts budgétaires augmentent assez fortement. La sensibilité du débouché céréalier communautaire à un effet "prix de seuil" est soulignée, ainsi que les conflits entre les différents objectifs de la réforme. Au total, sans être une révolution, la réforme reste d'ampleur et va dans le bon sens, tout en améliorant la position de négociation de la CEE au GATT.
