Abstract

Dans leur politique alimentaire, les Etats sont fréquemment confrontés à la résolution du dilemme alimentaire, assurer un revenu à l'agriculteur au moyen de prix agricoles élevés et garantir une capacité d'achat au consommateur lui permettant d'atteindre la satiété alimentaire, au moyen de prix bas à la consommation. Or, le développement agro-alimentaire procède d'une dialectique entre producteurs et consommateurs. Favoriser l'agriculture sans songer à la capacité d'achat des consommateurs constitue un frein aux débouchés. Inversement, aider les consommateurs aux dépens de l'efficacité agricole induit une dépendance vis-à-vis de l'extérieur et un appauvrissement intérieur. Le développement passe par une combinaison optimale d'aide à l'efficacité de la production agricole et alimentaire, et d'encouragement à l'équité alimentaire, afin que la société parvienne à la satiété généralisée.
