Abstract

Les mesures agri-environnementales représentent un début d'intégration (externe) des préoccupations d'environnement dans la politique agricole. Elles participent aussi à l'intégration (interne) des politiques d'environnement par compartiment. Mais ces intégrations et l'efficacité de ces mesures par rapport à leurs objectifs agricoles et environnementaux est compromise par un manque de clarté dans les intérêts visés et un élargissement à des buts qui ne concernent qu'indirectement l'environnement ou, du moins, sont mal articulés avec les politiques, antérieures, de protection des milieux.
