Economy-wide effects of irrigated water pricing policy in Tunisia

Abstract

Dans cet article, les auteurs examinent les impacts d'un changement de la tarification de l'eau d'irrigation sur l'agriculture tunisienne et le reste de son économie. A cet effet, ils construisent un modèle d'équilibre général calculable (EGC) couvrant cinq secteurs d'activité (les agricultures irriguée et pluviale, la production et la distribution d'eau potable, les industries et les services). A l'aide de cet outil, ils ont conduit trois scénarios. Le premier suppose une augmentation du prix de l'eau d'irrigation de 10%. Le second consiste à simuler une augmentation importante des besoins non agricoles en eau à l'horizon de l'an 2010 (30%). Le dernier scénario est une combinaison des deux précédents. Les résultats montrent que l'agriculture tunisienne semble absorber à long terme les effets d'une augmentation du prix de l'eau d'irrigation avec une résorption du déficit public et une amélioration du bien-être des ménages urbains et ruraux.
