Abstract

Cet article met l'accent sur les mérites comparés de différentes politiques de régulation de l'effet de serre d'origine agricole. Sont abordées séparément et simultanément les politiques de second rang visant à limiter les émissions de méthane dues à l'élevage, et l'incitation au reboisement des surfaces mises en gel fixe dans le cadre de la Politique agricole commune. Les impacts en termes de dommage et de bien-être social sont évalués à l'aide d'un modèle technico-économique d'offre agricole fondé sur la programmation mathématique. Si la politique de second rang, fondée sur la taxation de l'animal et de l'aliment, conduit à des résultats significatifs, elle est sensiblement dominée, aussi bien pour la réduction du dommage que pour le bien-être global, par la politique de reboisement.
