Abstract

La crise de la "vache folle" inaugure un nouveau type de risque : l'accident technologique majeur. Les sociétés humaines ont tenté de gérer les risques agricoles en mettant en place des mécanismes d'assurance. Les épizooties représentent un risque technologique, tel la fièvre aphteuse, et impliquent une gestion et des schémas d'indemnisation. En l'état actuel des connaissances, l'encéphalopathie spongiforme bovine (ESB) est un risque non assurable par l'État. L'État et les autorités européennes doivent faire jouer la solidarité entre les États membres et se substituer aux assureurs traditionnels afin de supporter un risque qui pourrait remettre en cause la pérennité de l'ensemble de la filière de l'élevage.
