Abstract

La stabilisation récente du solde global des échanges agro-alimentaires polonais n'est pas indicative d'une compétitivité de l'offre par rapport à l'Union européenne. En effet, elle dissimule sa détérioration tendancielle avec l'UE, impulsée par le glissement de la demande intérieure vers des produits élaborés de type occidental que ne peut pleinement satisfaire l'offre nationale. Ceci résulte de la persistance de graves retards structurels en agriculture et dans la première transformation. Cette détérioration n'a été compensée que par une forte croissance d'exportations sous-standard vers l'ex-URSS, désormais très menacées par la crise russe. Et surtout elle n'a été contenue que par une forte et croissante protection douanière. Le contre-exemple majeur des chevaux et des veaux est voué à disparaître, avec le recul du mode de production "paysan" et l'inévitable forte hausse des rendements laitiers.
