Abstract

Les PECO (pays d'Europe centrale et orientale) disposent des deux tiers des terres céréalières de l'UE à douze et d'une production significative en céréales, oléagineux, pommes de terre, fruits et légumes, produits laitiers et porc. Mais à la différence de celle de la Chine de 1978, la révolution agraire de 1990 n'a pas apporté un surcroît de production mais au contraire une réduction d'un tiers de celle-ci. Les structures kolkhoziennes, loin d'avoir disparu, se maintiennent sous le nom de "coopératives renouvelées". Cette révolution inachevée du côté des PECO impose à la nouvelle PAC de 1992 une nouvelle adaptation que, d'ailleurs, d'autres impératifs la poussent à adopter. Le nouvel élargissement de l'Union européenne ne ressemble donc pas aux précédents. Deux grandes questions se posent à son sujet : doit-on réformer la PAC avant d'élargir à l'Est ? Quelle position adopter à l'égard des aides à la production qui sont devenues la base de la nouvelle politique ?
