Abstract

Les liens différents qui existent, en France et au Royaume-Uni, entre la propriété foncière et l'exploitation agricole, influent sur la gestion des quotas laitiers et des droits à prime. Les propriétaires fonciers français ont une logique de conservation et de transmission par héritage de leur patrimoine foncier qui s'oppose à celle de leurs homologues britanniques qui gèrent leur patrimoine selon un modèle d'entreprise. Les droits à produire et à prime sont considérés au Royaume-Uni comme des attributs de l'entreprise et leur commercialisation est possible. En France, la position du propriétaire foncier est affaiblie par la réglementation du fermage et la plus forte autonomie de l'exploitation agricole, vis-à-vis de la propriété foncière.
