Abstract

Les réformes des politiques agricoles sont conduites, pour une large part, sur la base d'analyses économiques qui lient les quantités produites aux prix et aux conditions plus ou moins "naturelles" de l'établissement de ces prix. Ce dernier point souffre discussion. La plupart des économistes supposent l'existence d'un marché mondial des produits agricoles. Or n'obéissent vraiment aux règles de marchés mondiaux que des produits alimentaires de "confort" comme le café, le cacao, mais jamais les produits alimentaires de nécessité. Aujourd'hui, sous influence américaine, les réformes des politiques agricoles s'engagent dans un "découplage" du marché des aides aux produits ou aux exploitants agricoles. Avec des aides "découplées", on sait mieux à qui l'on donne, mais on ne sait plus pourquoi. Ce n'est certes pas un progrès de la pensée économique.
