Abstract

Les lois actuelles sur la réduction de la durée du temps de travail ont relancé le débat sur l'opportunité d'une intervention publique incitant à une forte réduction de la durée. A la suite de la persistance d'un niveau de chômage élevé depuis la fin des années 70, la réduction du temps de travail n'est plus uniquement considérée comme un instrument d'amélioration des conditions de vie des travailleurs, mais elle constitue surtout un outil de partage du travail. Dans la loi du 11 juin 1996 sur la réduction du temps de travail, les incitations financières à la réduction de la durée ont pris la forme de dégrèvements d'une partie des cotisations sociales auxquelles sont soumis les employeurs. Compte tenu du coût induit sur la collectivité par ces allégements, l'opportunité et l'efficacité d'une telle politique en terme de création d'emploi ont donné lieu à de nombreux débats. L'objectif de l'article est d'apporter des éléments de réponse à ce débat en utilisant des outils méthodologiques développés récemment pour l'évaluation des politiques publiques pour l'emploi.
