Abstract

Malgré son grand potentiel, la relance compétitive des agricultures des pays d'Europe centrale et orientale (PECO) est entravée par la faiblesse des soutiens budgétaires possibles et de graves retards structurels. En effet, sur fond de fort chômage rural, une sous-productivité du travail et une sous-capitalisation très marquées y sont entretenues par le suremploi persistant des structures duales héritées du post-communisme. De plus ce suremploi est protégé par les politiques douanières, foncières et qualitatives, dont l'abolition précoce menacerait gravement leur élevage et surtout leur emploi agricole. Mais pour être effectives, les transitions nécessaires de ces politiques vers l'acquis communautaire requerront davantage d'aides spécifiques de l'Union à la restructuration agro-alimentaire que celles prévues par l'Agenda 2000. En Europe centrale ce préalable est particulièrement crucial pour la Pologne, de poids majoritaire.
