Abstract

L'agriculture est objet de mesures politiques répondant d'une part à une logique de développement sectoriel et d'autre part à une logique de développement territorial. De la confrontation de ces deux logiques naissent des exigences nouvelles concernant les investissements immatériels en agriculture : le besoin de conseil s'accroît, de nouvelles connaissances seraient nécessaires pour intégrer des prescriptions réglementaires diverses dont la compatibilité n'est pas garantie, le public cible des organismes de soutien technique publics et para-publics devrait s'élargir. Mais l'analyse des réorganisations en cours dans une sélection de cinq pays de l'UE montre un déficit d'adaptation des dispositifs sectoriels aux exigences du développement territorial qui, nulle part, n'est réellement compensé par l'émergence de nouvelles institutions territoriales permettant que les personnes ayant une activité agricole bénéficient du nouveau type d'investissements immatériels dont elles ont besoin.
