Abstract

Il est encore trop tôt pour mesurer pleinement et rigoureusement les effets du découplage partiel des aides du premier pilier de la PAC institué par la réforme de juin 2003. Pour l'heure, seul le recours à la modélisation permet d'estimer, a priori, les différents impacts auxquels s'attendre. Constatant que les approches les plus souvent retenues jusqu'à aujourd'hui souffrent de limites majeures, l'article propose un cadre alternatif et original de modélisation des Droits au Paiement Unique (DPU), qui permet de tenir compte explicitement des caractéristiques fondamentales du dispositif (l'absence d'obligation de production, la nécessité « d'activer » les DPU à travers la possession d'hectares agricoles correspondants et le caractère potentiellement marchand des droits), et en dégage plusieurs enseignements. Au préalable, les principales caractéristiques du dispositif et ses modalités d'application en France sont présentées, ainsi qu'une estimation des valeurs unitaires des droits et de leur répartition, à partir des données du Réseau d'Information Comptable Agricole (RICA).
