Abstract

Prior to 1980, economic sanctions were at the discretion of the President, which was a major source of conflict between the White House and multinational corporations. Economic sanctions are not always the result of purely economic conflicts, but are carried out as part of non-trade diplomacy. These decisions had the effect of reducing the competitiveness of American companies, the cost of which was considerable in the short and longer term. The United States Government is beginning to develop, in force, a form of extraterritoriality of its sanctions on all private or public international actors who continue to trade with "rogue" countries, with a view to reducing the costs to American firms and making their decisions more effective.
