Abstract

The economic crisis in Russia constitutes a major obstacle to the conversion of the militarized regions. The disarmament process leads to a double transition, that of a planned central economy and a military industry in crisis. However, the regions concerned become powerful factors of inertia in the necessary transition process. Economic choices are difficult to put in place, in particular because the region must be the initiator of the conversion process, but it can only do so with the support of the State. For the industries and regions concerned, the absence of planning is probably not a priority in the short and medium runs.
