Nouvelles régions et métropoles : la grande transformation ?

Abstract

En adoptant la loi Maptam en 2014 puis la loi NOTRe en 2015, le législateur a fixé le cadre d'une transformation rapide et profonde de l'organisation territoriale de la France. Elle consiste prioritairement à augmenter la taille et les compétences des régions et à reconnaître aux métropoles un rôle de locomotive pour la croissance économique. Cet ouvrage dresse un premier bilan de la réforme territoriale et en dégage les grands enjeux à long terme. Sous les regards croisés d'historiens, de géographes, de juristes, de gestionnaires et d'économistes étayés par des analyses de terrains, tous situés en région Nouvelle Aquitaine, il questionne, en particulier, les effets que produit la réforme sur le système urbain : que faut-il attendre de la métropolisation ? Quelles sont les interactions entre les activités métropolitaines et les espaces environnants ? Quelles places peuvent trouver les anciennes capitales régionales ? Que nous enseigne l'histoire à propos de la relation entre pouvoir central et rôle donné aux villes dans l'aménagement du territoire pour comprendre la situation présente ?
