Abstract

La défense est l'un des facteurs de la crise systémique et structurelle de la Russie. L'Union soviétique s'occupait principalement du complexe militaro-industriel. Au départ, un processus de transition efficace a été très difficile à mettre en œuvre, d'autant qu'il était étroitement lié à la transformation économique nationale avec les processus simultané de privatisation et de libéralisation. La conversion de l'industrie militaire russe n'avait guère de chance de réussir si l'on considère le déclin dramatique de l'économie nationale au début des années 1990. «L'investissement pour la paix », qui a d'abord été considéré comme une excellente opportunité pour l'économie russe, s'est avéré ne pas être une panacée. Aujourd'hui, l'industrie russe de la défense est à la croisée des chemins, mais la Russie reste une puissance nucléaire de premier ordre. La conversion et le désarmement ne garantiront la paix mondiale que si un développement économique à long terme bénéficie à la Russie.
