Incitations à la multifonctionnalité de l'agriculture. Les défis pour le CTE

Abstract

Cet article propose une lecture des textes constitutifs du contrat territorial d'exploitation (CTE) en s'appuyant sur l'économie publique. Les fonctions de l'agriculture ciblées par le CTE et la justification de leur soutien sont traités dans une première partie. Dans une deuxième partie, l'accent est mis sur celle qui semble la plus légitime, à savoir la fourniture d'aménités en ciblant les zones de l'espace rural. La troisième partie s'intéresse à la cohérence (et/ou la concurrence) entre le CTE, les principes fondateurs des politiques environnementales et la PAC, en soulignant les risques qui pèsent sur l'efficacité (mais également sur l'équité) du dispositif. Enfin, la dernière partie analyse les résultats des travaux de préfiguration du CTE menés en Bretagne fin 1998, à la lumière des principes précédents.
