International co-operation in the regulation of food quality and safety attributes

Abstract

L'accord de l'Uruguay round a introduit de nouveaux règlements dans le domaine de la qualité des produits agricoles et alimentaires. Le but de la coopération internationale dans ce domaine est de trouver cet équilibre entre protection et protectionnisme, en prenant en compte la diversité culturelle et économique des pays concernés. Cet article reprend et analyse, en premier lieu, les principaux accords dans le domaine de la qualité et sécurité des produits : l'accord sur les mesures sanitaires et phytosanitaires (SPS), l'accord TBT (Technical Barriers to Trade) et l'accord TRIP's qui protège les droits de propriété intellectuelle et l'origine géographique des produits. Les questions soulevées par la récente décision de l'Organe de réglement des différends (ORD) sur les hormones dans la viande sont également analysées. Ensuite, l'article souligne l'intérêt de l'analyse économique dans les débats réglementaires pour accroître l'objectivité, mais il souligne la nécessité de renouveler les outils. La conclusion propose de centrer la politique de l'OCDE sur ces questions méthodologiques, en mettant l'accent sur le bien-être du consommateur et sur l'apport d'informations pour aider à clarifier les débats.
