Abstract

La directive européenne 1999/74 impose des normes minimales relatives à la protection des poules pondeuses (Gallus gallus). Les Etats membres veillent à ce que les propriétaires ou détenteurs de poules pondeuses construisent leurs installations d'élevage selon les exigences de la Commission avant 2002. La directive vise à améliorer les conditions d'élevage des poules pondeuses en tenant compte des besoins comportementaux de l'espèce à laquelle elles appartiennent, afin de répondre au souci du bien-être animal. Ces soucis semblent issus des valeurs morales résultant d'une conscience publique croissante. Les mesures concernant le bien-être animal doivent-elles être considérées comme des mesures visant à protéger la vie ou la santé animale ou des mesures visant à améliorer la qualité des produits alimentaires ? Dans cette communication, les auteurs cherchent à répondre à cette question, d'une part en observant le comportement des citoyens/consommateurs français et les conséquences économiques de leur comportement, d'autre part en examinant le contenu de la législation sur la protection des animaux (en particulier la directive européenne 1999/74), et les conséquences de cette législation sur le commerce international dans le cadre de la libéralisation des échanges.
