Effects of unilateral and simultaneous harmonization in the EC and the US

Abstract

Ce travail constitue le chapitre 18 de l'etude "disharmonies" commandee par la Commission. Il a pour but de proposer une vision globale des consequences de l'harmonisation bilaterale CEE-USA des politiques agricoles. Pour cela, les resultats sont regroupes et presentes autour des principaux indicateurs clefs (budget, balance commerciale, revenus agricoles...). Afin de clarifier l'impact d'une harmonisation bilaterale, nous comparons ces resultats a ceux obtenus lorsque la CEE ou les USA harmonisent leurs politiques de facon unilaterale. Cela permet en particulier de preciser les avantages et les inconvenients d'une harmonisation concertee CEE-USA. Enfin, en considerant la CEE et les USA comme deux joueurs pouvant chacun choisir entre diverses "stategies" d'harmonisation (vegetaux, animaux, sucre) nous calculons les equilibres eventuels de ce jeu. Ces equilibres dependent en fait du type d'indicateur qui est suppose guider l'action des joueurs. Nous nous concentrons donc sur les equilibres les plus probables, c'est-a-dire ceux associes a des objectifs tels que le budget, le commerce exterieur, le bien etre et les revenus agricoles.
