Abstract

Ce papier constitue le chapitre 17 de l'etude "disharmonies" realisee pour la Commission. L'objet de ce chapitre est de simuler les consequences d'une harmonisation simultanee des politiques agricoles en Europe et aux Etats-Unis. Les projections sont realisees a partir du modele d'echanges internationaux de produits agricoles MISS, en prenant l'annee 1986/1987 comme situation de base. CEE et USA sont alors consideres comme deux joueurs ayant la possibilite d'harmoniser sequentiellement et de facon cumulative leurs politiques agricoles sur les produits vegetaux, sur les produits animaux puis sur le sucre. Les resultats des simulations sont ensuite examines a l'aide d'indicateurs tels que les couts budgetaires, l'evolution de la balance commerciale, la valeur ajoutee, la variation des prix mondiaux... Ces indicateurs sont presentes a l'interieur d'une matrice de jeu permettant de visualiser l'importance relative des effets directs et des effets croises. Il apparait en fait que les effets croises transitant par les variations des cours mondiaux sont tres faibles en comparaison des effets directs. Seule la strategie europeenne d'harmonisation des produits vegetaux parait pouvoir affecter de facon non negligeable le secteur cerealier americain.
