Abstract

A partir du bilan des évaluations intermédiaires de l'objectif 5b (1994-1999) et d'enquêtes spécifiques réalisées auprès de quelques régions, nous allons examiner quels ont été les comportements des différentes régions en matière l'application des programmes de développement rural ; nous chercherons ensuite des éléments d'explication à ce qui apparaît comme une faible territorialisation de la mise en œuvre de ces programmes et nous en tirerons quelques enseignements quant à l'efficacité présumée de l'intervention politique avant de dégager des propositions ou recommandations pour une meilleure prise en compte de la territorialisation de ce type de programme.
