Abstract

Au-delà des principes d'intervention de l'Union européenne en faveur des zones rurales en difficulté (objectif 5b), il paraît intéressant d'analyser comment la politique de réduction des disparités territoriales a été mise en œuvre dans une région. La Bourgogne a été retenue pour plusieurs raisons : c'est une région très rurale, dont plus de la moitié du territoire relevait de la politique évoquée ; deux programmes successifs, les programmes de développement des zones rurales (PDZR) (1989-1993, 1994-1999) ont été élaborés et mis en oeuvre, avec une cohérence et une méthode améliorées d'un programme à l'autre ; à chaque fois, la préfecture de région (secrétariat général des affaires régionales) a joué un rôle déterminant, travaillant en étroite concertation avec le Conseil régional, aboutissant à une articulation originale des politiques européenne, nationale et régionale, et à un découpage de la zone 5b en sous-ensembles territorialisés.
