Les économies des PTOM du Pacifique et leurs relations avec l'UE

Abstract

L'intérêt économique et géostratégique des pays et territoires d'outre-mer du Pacifique (PTOM-Pac) s'accroit durablement avec le développement de la Chine et de la région Asie-Pacifique. Ces petites économies insulaires de l'Océanie (Nouvelle-Calédonie, Polynésie française, Wallis et Futuna, ainsi que Pitcairn) bénéficient de richesses marines et/ou minérales, mais font également face à des défis importants, qui requièrent une aide renforcée de l'Union Européenne (UE), notamment via le Fonds européen de développement (FED), pour réaliser leurs potentialités. Le renouvellement et renforcement de la décision d'association Outremer (DAO) à l'horizon post 2020 revêt donc une importance majeure. Ce chapitre met en lumière les forces et faiblesses économiques des trois collectivités d'outremer ainsi que leurs relations commerciales et financières avec l'UE et la région Pacifique, et suggère des pistes de réformes structurelles en phase avec les valeurs de l'UE.
