Les dépenses militaires de la Russie au début du XXIe siècle

Abstract

Cet article présente l'évolution du budget militaire officiel de la Russie depuis la fin de l'URSS, en comparant les chiffres officiels et ceux fournis par diverses organisations occidentales (FMI, SIPRI, ISS…). Différents problèmes liés aux estimations des dépenses militaires russes sont ainsi discutés, comme l'absence de définition claire du contenu des dépenses militaires, la culture du secret et l'utilisation traditionnelle des statistiques à des fins politiques. Les estimations fournies par la Russie concernant les dépenses militaires semblent ainsi discutables. Cependant, plusieurs tendances dans l'évolution de ces dépenses peuvent être dégagées. D'autres caractéristiques du secteur militaire russe, notamment au niveau de la production d'armes et de la restructuration du complexe militaro-industriel, sont également étudiées. Les questions de l'armement et du désarmement de la Russie sont replacées dans une perspective stratégique globale. Il apparaît que la nouvelle politique de défense russe est encore en construction, dans un nouveau contexte stratégique et un environnement économique globalisé
