Military conversion and transition in Russia

The Russian economy must achieve a double transition, the transition to a market economy and the conversion of its arms industries. Russia's economic crisis was intense, violent, with the collapse of the USSR, the crisis of the state and a privatization system that facilitated institutionalized corruption. The failure of the conversion of the economy of the military-industrial complex has also been a major problem in the transition process, with considerable cost to the disarmament process. Assumptions about "peace dividends" have been belied by the facts, and military equipment construction facilities have been an obstacle to innovation. Domestic conversion has been very difficult to engage and export arms sales efforts have not been replete with the expected success of public authorities. Paradoxically, the conversion process cannot succeed without a clear political and economic will. Since 1998, new political maps have been distributed and new efforts have been made for the defence industry and its openness to civilian production. Russia remains a major nuclear power. The economic development of Russia is an essential condition for the realization of international peace.
