Abstract

Cet article analyse les enjeux pour la CEE d'une politique de taxation de ses importations de matières premières non céréalières (produits substituts des céréales ou PSC, et soja). Un modèle des échanges mondiaux des principaux produits agricoles est utilisé pour simuler dans un premier temps l'application de droits de douane aux importations communautaires de corn gluten feed ou de soja, puis une baisse de 10% du prix européen des céréales. Les diverses simulations révèlent que le droit de douane aux importations de corn gluten feed est justifié en termes de bien-être économique pour la CEE. Par contre, son efficacité budgétaire reste relativement limitée. La taxation des importations de soja est, quant à elle, peu justifiée socialement, mais engendre une réserve douanière importante permettant à la Communauté de desserrer sa contrainte budgétaire de manière substantielle.
