Abstract

Ce document, établi à la demande de la Commission européenne, reprend et synthétise les évaluations à mi-parcours établies pour chacun des programmes objectif 5B mis en oeuvre en France sur la période 1994-1999. On y trouve successivement une brève analyse du contenu des programmes, une présentation de l'état d'avancement financier à la fin de 1997, et une tentative de regroupement des réalisations, des résultats et des effets obtenus grâce à cette politique de développement rural impulsée par l'Union européenne. En outre, une analyse critique des programmes au vu des évaluations intermédiaires est esquissée à propos notamment du découplage territorial retenu, des formes de partenariat et de construction des dispositifs, des modes de gestion des mesures, de l'organisation de l'information et de la méthodologie d'évaluation. Ce document se termine par quelques préconisations relatives à la nature et au montage des programmes, ainsi qu'aux conditions et pratiques de leur évaluation.
