Environmentally Sensitive Area Schemes : public economics and evidence

Abstract

A partir de l'exemple des Environmentally Sensitive Area (ESA), on développe une analyse en termes d'économie politique et d'économie publique des opérations locales issues des mesures d'accompagnement de la réforme de la politique agricole commune. On montre à partir d'une analyse rétrospective comment se sont dégagés le concept d'ESA et le recours à son système contractuel pour assurer la protection de ces territoires. On aborde ensuite la gestion des compensations à verser aux agriculteurs pour qu'ils adoptent des pratiques respectueuses de l'environnement. Différentes approches sont comparées, selon que l'on se place du point de vue de l'agriculteur (calcul à partir des variations de coût de production) ou de celui du consommateur (calcul de la valeur des aménités produites par l'agriculture)
