Abstract

Dans cette communication, nous présenterons les objectifs des différents programmes d'appui à la petite agriculture comme illustration des conditions d'élaboration de politiques indifférenciées (voire même de politiques de discrimination positive en faveur.de cette petite agriculture). l'évaluation sera notamment faites au regard des objectifs de réduction de la pauvreté agricole et rurale. Les résultats seront alors discutés sur la base de l'adéquation des instruments utilisés à l'hétérogénéité agroécologique et structurelle de cette petite agriculture. On conclura sur les débats actuels au chili qui oppose les tenants d,une politique agricole différenciée en faveur de la petite agriculture et ceux qui insistent sur la seule modernisation du secteur et son adaptation à l'ouverture au Mercosur et à l'Alena. On évoquera aussi tes discussions sur les politiques de lutte contre la pauvreté rurale : question agricole ou rurale ?
