Abstract

Dans le cadre de la politique agricole commune, les restitutions à l'exportation et les prélèvements à l'importation sont la clé de voûte du régime des échanges extra-communautaires. Les restitutions sont, pour une part importante des exportations, attribuées par des procédures d'adjudication. Les procédures d'adjudication de restitutions relèvent de mécanismes d'enchères. Les développements récents de l'économétrie des enchères sont utilisés pour modéliser les comportements des offreurs lors d'adjudications hebdomadaires de stocks d'intervention de blé tendre. Le processus correspond à une enchère au premier prix sous pli cacheté. Les estimations sont faites sous deux hypothèses extrêmes quant à la valorisation du bien mis aux enchères : hypothèse de valeurs privées indépendantes d'une part, hypothèse de valeur commune d'autre part. Un estimateur des moindres carrés non linéaires simulés est utilisé. Les résultats d'estimation montrent que l'hypothèse de valeur commune semble la plus plausible.
