Short term effects of the CAP reform in France and the United-Kingdom : some results for intra-EC strategy

Abstract

Les impacts de différents types de politiques agricoles sont mesurés pour la France et le Royaume-Uni. Les impacts sur les producteurs sont évalués à l'aide de modèles d'offre fondés sur la programmation linéaire, adaptés aux nouveaux instruments de la PAC. Chaque pays est représenté par un ensemble de groupes de producteurs arbitrant entre les principales cultures. Les impacts sur les restitutions à l'exportation sont mesurés à l'aide de modèles économétriques adaptés aux marchés intra-communautaires et avec pays tiers. Ces modèles avec effet de report existent pour le blé tendre et l'orge. Des modèles plus frustes de demande intérieure pour les produits concernés permettent de construire des fonctions de bien-être social intégrant producteurs, consommateurs et contribuables. En fonction du coût d'opportunité des dépenses publiques et de la redistribution du budget agricole européen entre les Etats membres, il est alors possible de définir la politique agricole commune susceptible d'avoir la préférence de chacun des Etats.
