Abstract

L'accord auquel sont parvenus, le 21 mai dernier, les ministres de l'agriculture de la CEE sur la réforme de la PAC, inaugure probablement l'ébauche de nouveaux contours d'action pour la politique agricole française. A cette dernière, une question centrale lui est désormais posée : "quelle agriculture voulons-nous dans la France du vingt-et-unième siècle, quelles seront ses fonctions, comment seront-elles rémunérées au-delà du seul acte de production ? " Si elles ne sont pas véritablement nouvelles, ces fonctions nécessitent aujourd'hui d'être évaluées explicitement. Notre attention s'est portée sur la production d'aménités liées à la protection et à la gestion des espaces naturels, notant bien qu'il ne s'agit que d'une composante seulement des externalités positives fournies par l'activité agricole.
