Abstract

Si bien es verdad que la seguridad alimentaria ha sido por largo tiempo reconocida como derecho humano universal, es un hecho que 795 millones de personas en el mundo siguen sufriendo de desnutrición. Aunque el comercio internacional puede contribuir a su disminución, la función concreta que la política de comercio internacional debería desempeñar en la mejora de la seguridad alimentaria y nutricional sigue siendo, desde hace tiempo, objeto de intensos debates. Muchos argumentan que cada país debe alcanzar la autosuficiencia alimentaria para garantizar la producción local de los productos agrícolas y el acceso de las poblaciones locales a la alimentación. La autosuficiencia alimentaria implica restricciones a la importación en apoyo a la producción local. Otros argumentan que, por el contrario, la mejor manera de garantizar a la población el acceso a los alimentos es levantar todas las barreras comerciales. Siguiendo esta misma línea de pensamiento, el libre comercio aumentaría de forma más eficaz la producción mundial de productos agrícolas y alimentarios, asegurando también el acceso a productos de menor costo.
